Is SQL 2016 standard version able to form a availability group?

Is SQL 2016 standard version able to form a availability group just like the enterprise version? 

I know that SQL 2016 data center can create an AG but it is expensive.

What is the limitation between the standard version versus the enterprise version in terms of forming AGs.  Is there a limit on the # of replicas in a azure region?

Is standard limited to two replicas in a azure region?   And is standard unable to form an extended availability group between two azure regions?

Can we create a AG with the replicas in different azure AZ (avail zones) without impacting performance?
