Node failover issue with Always on cluster

Hi Everyone, 

Need some expert advise on this. We have two active-active cluster nodes, Node A and Node B. Failover was happening normally from A to B and vice versa. Now we got a third server(Node C) which is a DR site and was not part of cluster initially. We configured always-on for a database on Node A with secondary replica on the third server, Node C. So AG group was added as a role in cluster and third server is added as a node in cluster. Now I see that all three nodes and disk witness have quorum votes. Quorum is NODE_AND_DISK_MAJORITY. The actual issue now is when I tried to move sql server service from cluster Node A to Node B, it didn't failover and the services were stopped. Could this be due to assigned votes. Please help.
